EU Science for Preparedness: A Strategic Convergence of Knowledge and Action

Date: November 10, 2025

From November 4 to 6, 2025, the Joint Research Centre’s Copernicus Emergency Management Service, in strategic alliance with the Disaster Risk Management Knowledge Centre, convened the “EU Science for Preparedness” Conference, an essential forum for advancing the science-policy interface in crisis management. Held both onsite at the Lingotto Congress Centre in Turin and virtually, the event exemplified hybrid resilience in action.

This high-level gathering served not merely as a conference, but as a crucible for innovation, where scientific rigor met operational urgency. Participants engaged in dynamic exchanges, tested emergent tools, and forged new alliances, in pursuit of a singular goal: enhancing Europe’s capacity to anticipate, prepare for, and respond to complex crises through evidence-based strategies.

The program featured keynote addresses from leading experts, interactive workshops, and roundtable dialogues that dissected critical themes including:

  • Early warning systems for both natural and anthropogenic hazards
  • Advanced risk and impact modeling
  • Exposure mapping and predictive analytics
  • Resilience planning and scenario-based forecasting
  • The evolving strategic framework of the European Union for emergency preparedness

The conference benefited from the active participation of two representatives of the EXTRACT project: PhD Enrico Gavagnin and Prof. PhD Emanuele Bellini. They presented the PER use case and EXTRACT’s extreme data workflows that help decision-makers take the right decisions at the right time. Their participation enriched the discourse with insights drawn from cutting-edge research and field experience.

In sum, the “EU Science for Preparedness” Conference reaffirmed a fundamental truth in crisis management: preparedness is not a static checklist, but a dynamic, interdisciplinary endeavour, one that demands continuous learning, collaboration, and strategic foresight.
