The First Three Days

In today’s world of hybrid threats, digital vulnerabilities, and geopolitical uncertainty, the first 72 hours after a major crisis—whether natural, technological, or intentional—are decisive. These crucial days shape not only the effectiveness of institutional responses but also society’s ability to build resilience from the ground up.

The First Three Days will examine how GovTech can empower the public sector to strengthen safety, security, and defence through civic engagement.

Eduardo Quiñones, Principal Investigator of the EXTRACT Project, will contribute with the talk “From Crisis to Action: How AI and Data Technologies are Closing the Reaction Gap at ‘Moment Zero’”.

Emanuele Bellini, from LOGOS, will be giving the presentation “Operationalize Resilience in Smart Cities through Self-Adaptive Hybrid Urban Digital Twin”

Enrico Gavagnin, Councillor Delegate for Participatory Security and Scientific Coordinator of the project will be joining the experts panel, where high-level stakeholders from both national and European institutions will share their insights, outlining the broader context of the initiative, defining key challenges, and highlighting available resources.
